In the context of whether incinerators are a good idea, I came up with a guideline for mfgs: “If I can’t burn it, compost it, or 100% re-use or recycle it, you shouldn’t be selling it.”
In a certain twisted logic, this only eliminates plastics.

a p.s. A while back, I read about a way to use old plastic as part of the steel production cycle in electric arc furnaces. The plastic is broken down enough to incorporate the carbon. I just don’t think a reduced economy will need THAT much steel production.
